Overview:

We are seeking an experienced Resident Project Representative for vertical construction projects within the municipal water and wastewater sector. This role involves overseeing new treatment plant constructions, rehabilitations, and other related projects. The position requires close coordination of various disciplines, including civil, mechanical, structural, electrical, HVAC, plumbing, instrumentation, and controls. The Resident Project Representative will monitor compliance with standards, specifications, and design documents, and report to the Construction Project Manager.

Key Responsibilities:

  • Operate independently with general supervision and collaborate with the Construction Project Manager.
  • Review and provide feedback on contract documents, submittals, RFIs, and other project paperwork; ensure accurate documentation.
  • Supervise construction activities to ensure adherence to contract terms and site procedures; track activities, review payment requests, and prepare progress reports.
  • Ensure construction work complies with approved standards and specifications.
  • Exercise independent judgment and technical expertise in performing responsibilities.
  • Observe and document construction progress, including taking photographs.
  • Identify and report issues or deficiencies.
  • Maintain a detailed field log of daily events and track construction items.
  • Conduct and document meetings; monitor project schedules.
  • Issue field orders, propose design changes, estimate costs, negotiate with contractors, and recommend approvals to the Project Manager.
  • Oversee the activities of Construction Inspectors, testing services, and subconsultants.
  • Prepare written progress reports and observe material, equipment tests, and startup processes.
  • Review and advise on submittals, contractor pay estimates, proposed change orders, and regulatory documentation.
Requirements:
  • Minimum of 7 years of experience in construction inspection, preferably with consulting engineers or municipalities.
  • Bachelor’s Degree in Engineering preferred.
  • Strong understanding of engineering plans, specifications, and construction methods.
  • Ability to read and interpret construction plans and specifications.
  • Experience managing multiple subcontractors.
  • Excellent communication skills, both oral and written, for interacting with contractors, engineers, municipal staff, and the public.
  • Knowledge of construction standards, inspection methods, and techniques.
  • Proficient in Microsoft Office and Critical Path Method (CPM) scheduling.
Special Requirements:
  • Valid driver’s license required.
  • OSHA 10-hour Construction Certification required.
  • 40-hour specialty trade training preferred.
  • Confined Space Certificate preferred.
